So why are we still implementing the dreaded, unfair income tax system instead of a flat consumption tax like proposed in the Fair Tax Act?

Part of it is laziness because the 16th Amendment would have to be repealed and a new amendment declaring a flat consumption tax would need be initiated with state governments conceding, and the big change in how feds collect taxes; and partly due to the fact that too many politicians do not want to give up the control of the people through their earned income being confiscated. The IRS has become a tool for corrupt politicians and as dreaded as the Gestapo in Nazi Germany. The IRS, without a trial and conviction, can freeze one's assets and confiscate property. This is NOT what the Founders had in mind.
