HR25 "The Fair Tax Act of 2013" - Congress Needs to Act

NOTE: The Fair Tax Act was introduced in July 1999 (HR 2525). It has NEVER been moved from committee since then, despite being reintroduced in Congress ever since. In polls, even Democrats have agreed that it was a better tax system - but has been continually ignored by majority of Congress and presidents since 1999. President Bush stated he would "look into it", but never took any action to support it. So the dragging on about it is not partisan. The bill has been supported by leading economists and indeed helped create it in the first place. The standard tax rate would be fixed at 23%, however, depending upon spending rates and poverty levels some people will pay less through rebates.
